In saying that, while I don't recall their interactions when younger, I do have a pet that has independence 89, as an adult, doing the angry bark at a pet (also an adult) with independence 0. I don't think they are actually enemies yet, since I haven't seen either of them fleeing from each other. She also does this when I'm not even petting the other one, so it's probably related to something that happened when they were younger, which can hopefully be corrected. (Potentially the low independence one angry barked at the high independence one when they were younger, so they aren't great with each other right now, but I'm not sure).
There may be some variations in how frequently Petz make enemies with their personality traits (eg. high naughtiness might make a pet more likely to dislike and bully another one? Also I feel like confidence affects it too) But it otherwise seems to be mostly random and have nothing to do with how they are raised.
I've tested this with a lot of fresh AC dogz and catz, and I have looked through my own Petz hex files through their relationships sections. After extensive observation, it seems that when two petz meet for the first time, they will randomly decide (individually) whether they like the pet they are meeting or not, or if they just tolerate it. (There is a byte in the Pet's relationship section after each other pet's GUID which determines this; 00 is dislike, 01 is tolerate, and 02 is like. There is apparently also 03 for dogz which is like too, but I've never seen this show up in my own petz). From what I've seen, if a pet ends up disliking the other (or they both dislike each other), they will do a normal, neutral-seeming greeting (for dogz usually the bark, fur shake, or the snapping/wrestling thing) but then right after, the one who dislikes the other will start look at the other with angry eyes, and the bullying ensues. There MIGHT be a small timeframe though where maybe they do start out neutral and one of them does something that causes the other to dislike it within that timeframe (like jump on a ledge) but otherwise once they have decided, there is no changing their opinion on the pet. They will dislike it eternally.
Yes, you can make petz fall in love and this will stop the bullying, but it is an override that acts separate from the relationship section. If the petz were to fall out of love (if that's possible? I heard it is?) they will go back to disliking each other. I figured this out because when I was looking through my Petz codes, some of my original Dogz who had mated and are still in love apparently disliked each other. So the byte for the dislike/neutral/like does not change even if they fall in love.
It might be possible to "train" the bully to do bullying actions less frequently by spraying it, but a lot of people don't like using this (neither do I tbh) and it won't entirely stop the pet and will just make them unhappy so it's not the best solution. Really the only thing you can do is edit the hex code so they like each other (which is a tutorial on Gyiyg's site).
Personally I despise the fighting/bullying in Petz, it's kind of the one thing I really don't like about the game, maybe partially for personal reasons, but it stresses me out. While hexing it out is a better solution then having to keep Petz separate (it was especially annoying for me when hexies based on characters who were supposed to be friends hated each other...) I hope someday there will be a way to permanently mod this out of the game, like something that would stop the byte from picking 00 and stay at 01 or 02 (or 03 if that also occurs in dogz).
