I think the answer is yes, but I was hoping to see if anyone could corroborate their experiences with mine.
I have a wolfdog breedfile in the lineage of many of my naturally raised petz (first introduced in generation 1).
I was testing some pairings and bred a litter of generation 4 pups (Dad had the wolfdog breedfile in his lineage). I then removed the breedfile from my game, and 6 of the 8 pups were able to come out to play, with only two of them (and dad) throwing the "missing breedfile" error.
Does this sound right? I was under the impression that all pups going forward would require that file, and therefore I'd have a hard time adopting them out (because it's my understanding people generally don't like having to add extra breedfiles to their games to adopt petz).
Basically, my question is: Am I safe to try adopting these pups out with the claim that no extra breedfiles are needed if I'm able to open them in my game without that breedfile? (It sounds like such an obvious question when I state it like that...but better safe than sorry, I guess!)

I believe you're right! It might even help if you breed them down far enough, to tree-trim the newest offspring, as I think that tidies it up a little more. But I can't remember if that works. I haven't really tried this specifically. (Could be an interesting mini experiment though!) But I've had people give me Petz before that required a file or two that I didn't have, and they still worked for me because there was a very low percentage of that file in them.
So I guess depending on certain specifics (I'm unsure what those are...only Petz knows, I guess xD) certain Petz can be adopted out and might be okay without the extra file. The only thing I'd worry about is if the extra file is still present in their breed list, and the new owner doesn't have it, and they try to breed the pet. It's possible the new babies might need the file.

As far as I’m aware, as long as the pet doesn’t have that breedfile in its genotype at all (so it’s not a part it can pass down to future offspring eg. head, body, marking factor, etc) then you can use the pet without the extra breedfile. You can also tell this by either opening the pet in Genepoolz (I think this can be downloaded from Reflet’s site yabiko, sorry I’m on mobile so I can’t link it rn but I can put the link later if needed) so if nothing in the pet’s genepoolz says “unknown” (which is what it says for custom breedfiles) then it should be fine to use without the extra breedfile. (The only part I’m unsure about is the “personality” thing because it seems to be weird and inconsistent). The other way you can check, is to open the pet in a hex editor and scroll down a bit until you see a bunch of .dog or .cat files listed. It should list any of the breedfiles that are required by the pet. It’s also possible to hex a breedfile out (so replacing both the listed breedfile as well as the genes using it) but I can’t remember right now where I saw the tutorial for this...
I’ve adopted a lot of pets from people that do not require extra breedfiles, but when I open them in LNZ Pro and see the “breeds” tab I have seen breeds that I have never even heard of, and definitely do not have in my game - so from this I figured it is possible to have extra breedfiles used by ancestors, but if the genes are bred out then you do not need the breedfile (even if it’s mentioned in the pet’s ancestry).

I can absolutely confirm this is true.
I have/had a beloved cat who had a wild variety of hexed breedz in her ancestry but she could come out with no problems at all. I never bred her because I was afraid it would 'call' for one of those breedz and they wouldn't be there. Now I know it's because she had no actual ties to those files anymore but then we didn't know about genes/personalities and how they worked in the game.

Thank you all! This was very helpful! To test the question of "what about the offspring?" I removed the wolfdog breedfile from my game and continued to breed the pups. I bred the next two generations without any issues. I thought I'd share the results, because Bandit and Fable's genes apparently mix really well, I got some super cute and interesting offspring. Every single pup here except Fable can come out without the wolfdog file installed: (drag to address bar for full size)
