Personally as a person who likes birds generally with hexes with wings I like when the wings are down on a standpoint that it just makes sense and it just looks nicer in my opinion neater too, don’t get me wrong there are beautiful hexes with wings out but I still much prefer the wings down. I’ve hexed a bird what I’m gonna scrap and try again but with that I made sure to put their wings down and since I’m reusing the parts of the arm the movement is less stiff too. Wish we could get them to fly but I feel that’ll take way more programming.
Anyways people can do what they want with their hexes it’s their art and if they like it that’s all that matters. I’m just getting out my personal opinion not trying to bash on anyone’s design choice just in cause it comes off that way, I respect all people who hex.

Personally I see a lot of value in either style of wings. ^^ As you've seen, I have some winged files on my archive (mainly Dogz and Catz with wings) and their wings are up. And they're based off the shoulder balls, so they move a bit as they walk. I liked this because I felt like you could actually see that they have wings clearly, and it looked a bit like they were using them since they moved. I thought if the wings were down, you might miss them.
That said, much as I like them, they DO also get in the way sometimes. (Some, like the Chibi Winged Scotties don't always, but the bigger wings typically do.) So sometimes they can also be annoying and I wish I hadn't hexed them that way. Sometimes. xD I'm honestly on the fence...both seem to have their good points and bad points.
Because of that, I feel like you can't really go wrong, honestly! Either would work great! I've been wanting to try and hex birds (mainly pigeons) for years now, but just can't make myself take that step yet. I wish you luck in your attempts though!
