I'm switching from paint to a more modern free paint editor. Problem is, the one thing I do most, which is paste one picture over the other (such as tack, multi level dogsled pictures, crew pics) etc. I cannot figure out how to in GIMP, PhotoPlus, or Paint.NET...anybody know how to do that in any of those??

I don't use any of those programmes but to paste one picture over another without white spaces means you'll need to transparent the background of the overlapping picture/layer. I took a glance at a printscreen of paint.net, and it looks pretty similar to Photoshop, so I reckon you'll just need to copy&paste the image you want on top, as a new layer, onto the bottom image. Then click the magic wand tool (you may have to change the settings eg. in PS I have the tolerance at "10" and anti-alias on), and select the white parts. Then you just simply press delete and you should be good to go.

You may require to PASTE AS LAYER. In PSP and other complex editing software, Pasting on top of another photo usually requires layering as opposed to your standard C/P (Ctrl+V). Look for a "Paste as Layer..." option in your editting menus. In PSP9.0, the shorthand key stroke to paste as a layer is [ctrl]+[L] (as in [L]ayer).
Sorry if this isn't any help, I don't use the programs you listed, but all programs I used in the past have the same functions.
