sai.detstwo.com/sai/You can buy a license, but I think it just gives you extra stuff and I think you can use it for free without one. It's good for drawing because it smooths out jagged lines and all.

I use Photoshop Elements 5.0, but you have to purchase it (mine came free with my tablet, however). Have you actually tried Gimp? It's probably one of the best free drawing programs out there. That's weird that SAI won't work for you... Not sure what the issue is there. :/ I can't really think of any other good art programs, except for OpenCanvas, which is pretty good, I suppose. opencanvas.en.softonic.com/

Right click sai, and press "run as adminstrator". It should work after. P:

You're running XP... on the Sai page, did you download the top link or the bottom link? The top link is for Windows 7, I believe.

Ninja Devil, the top link is for XP too I believe, as it just says "(fixed for Vista and Win7)" not "only for Vista/Win7". Also, the bottom link doesn't seem to be the actual installer. (click "read more" on the website for details).
That reminds me -- maybe you downloaded the bottom link on accident, and that's why it doesn't work...?
