Ok, so I recently redid my laptop so that it was just like when it came out of the factory. I also just did the Can You RUN It? thing for The Sims 3 and it said that my CPU Speed didn't meet Minimum Requirements while everything else passed with flying colors. Would I still be able to run The Sims 3 even though my CPU Speed doesn't meet minimum requirements?

You might be able to, but it will probably chug like no one's business. Theoretically you could overclock it to speed the CPU up, but it's not recommended for laptops due to the overheating risk.

Theoretically, yes. Depending on how large the deficit is, you might not be able to run it at all.
