Do they need to be taken out each day to grow up?
I have Petz A and if "make babies grow up" doesn't seem to make them old enough to breed. It just keeps the ones I birthed myself from being newborns.

Yes, Petz need to be taken out each day to grow up (or it may just be that they need to be in the game and the game turned on for that day...? I'm not really sure. But take them out and put them back in just to be sure. That way you can avoid neglect as well.) Make babies grow up works on all babies still attached to their mothers (and out at the time) and makes them age 100. Make sure they're still attached to their mothers to have this one work. Otherwise you can just use their individual sliders.

Well if you don't start the game at all, nobody should gain neglect anyways. Although some people find that about 20 neglect will appear if the game hasn't been opened in yonks, but not enough to trigger a runaway.
