That would be SecuROM talking, unfortunately.
Do you have any sort of cd burning program? Alcohol, Nero, etc? That is usually why it gets upset. See, EA games got paranoid and to prevent people bootlegging the Sims they put SecuROM on the CD and when you installed the game you installed it as well. Sneaky, yes?
Probably the easiest fix is to uninstall the burning program if you don't really need it. Otherwise, you have to go through the registry (type regedit in start search/run): HKEY_LOCAL_MACHINE > SYSTEM > right click on MountedDevices and select permissions > Advanced Now, look through the list and if anything is listed as Deny, click edit and check the box next to full control.
That should fix it. =]

There's also another method to dealing with that if you don't have any program that would be conflicting..I had the same problem.
However, I don't right offhand remember what the solution was, so I would suggest taking a screenshot of the error box. Then, go to thesims2.com and ask for help on the help boards. ^^
