As the title suggests I am looking for software or in-browser programs that will allow me to do some of the things ya'll use photoshop for. Ultimately I'd like to be able to edit pictures of petz for my website. For example how people can make them look outlined, or take away the white background. Any help would be great. :]

I'd like to know what everyone else uses for things like pretty text, but here is what I use to make outlines and transparent BG's and various other things. I use them both together to achieve different things. Both are free to use! c: PhotoFiltre - I've used this for years, but it is a little old, and the transparency can only support 256 colors, but that's perfect for petz pics! Real World Paint - this one has way more features and reminds me of GIMP but in "simple" terms. xD The transparency in this program is more advanced than the above program. I use it a lot for outlines and as a good clean image resizer. Oh, and it supports layers. c:

I use GIMP, it's a bit complex sometimes but I've gotten used to it.
For simpler things, there's always photopea.com, it's all in the browser and you can do simple effects like the ones you've described. It has a lot of the features you'd expect (like layers and importing patterns).

I use paint.NET. - it’s easy to use and let’s me make images transparent! You can install add-ons people made; one that I installed allows you to add outlines to images easily.
Also seconding aubrey on wanting to know what people use for pretty text haha.
