I'm answering this, mainly based on my own preferences rather than the PC's.
Does anyone use external files or are they an instant off put off?
I've seen them being used so I don't think they're an instant put off. They may be less popular (not sure) but that doesn't stop them from being a thing. I personally don't mind them if they're a pet/breed I love.
Is there any interest in low-gen purebreds or random mixies?
Yes! I've got many petz that are random mixies. Not so much low-gen purebreds because those tend to be less varied and I'm not big into purebreds to begin with. I've gotten mine from breeding services, random adoptions, or places like TFM.
Is there any interest in realistic dogz (and since most dogs irl are very average, those dogz might not be very interesting)?
What do you mean, something like the "showy" breeds? I don't like those because they tend to look really wonky when the pet is moving and breed even wonkier.
Are sire/dam services a thing here? Asking for a pet to borrow for breeding then sending back?
I haven't really seen this much but I think that could be fun. There are also breeding services where you pick a pair from someone's crew -- I have one myself, it's really fun.
Do you expect dogz to be shown?
No. I really enjoy seeing how pets I've bred and adopted out are doing and would love if that happened more often, but it's not a requirement. Showing can be really time-consuming compared to just booting up the game and checking in on your pets. A pet not being shown doesn't mean they're not being played with. Some of my crew members are pets I play with A LOT but haven't shown.
Is any dog that has been hexed in colour/texture considered a hexie here?

Do you allow petz you breed to be brexed in a substantial way?
I don't really have a short answer to this but I'd say the safe way to go is to stick to whatever rules people are using (some people say minor changes are fine, others don't really care either way, etc.) and ask if you're not sure.
