Would I be allowed to use paranoias carebear or vickies anime kid or something similar as a hexing base? I want to hex characters that have 2 legs but whenever i try to do it from dogs by removing 2 of the legs they always stretch and move really weird :/

Unless the hexer has given their explicit permission, you should assume their files aren't to be hexed on.
Two-legged hexies are a big challenge. I think the best way to get the two legs to move properly is probably to base them off the front legs.
