I don't really do html but found this online:
<!DOCTYPE html> <html> <body style="background-color:powderblue;">
<h1>This is a heading</h1> <p>This is a paragraph.</p>
</body> </html>
Will this work for you? Or maybe...
<html> <body bgcolor="#E6E6FA"> <h1>Hello world!</h1> <p><a href="WEBSITE LINK">HEADER?</a></p> </body> </html>
The caps I filled in with what might be there? I'm not much help but maybe trial and error with these would work?

Using pure HTML to make a website is not going to work out for some browsers. To change background colors/other looks and sizes of a website, you need to you CSS. If you don't, your site will look different browser to browser, and might not even work at all for some. I suggest this site to get started on learning how to use CSS and HTML together.
